VSCE was founded by Frank Sana, P.E. and Jesús Vargas with the premise to help both public and private clients through a successful project delivery for their built environments. We apply effective solutions to project challenges before they negatively affect the project schedules, their budget, or quality. Our staff is able to foresee and identify potential problems by conducting a comprehensive pre-project planning session, holding periodic team meetings, and implementing an effective execution plan that keeps stakeholders informed at all times.

We provide construction management, program management and public relations services. VSCE’s experienced construction managers, resident engineers, program managers, contract coordinators, schedulers, and public relations professionals take ownership of our Client’s challenges. We apply a result driven approach to achieving the project’s goals and objectives. Our project experience includes the following facility types:

VSCE is headquartered in Oakland, California and serves clients through out the State. The firm is certified as a DBE (CUCP) and SBA (State of California GSA). Other certifications include SLBE (ACTIA), SLEB (Alameda County), LBE (Port of Oakland), and LBE (City of Oakland).

The combined experiences of VSCE’s professionals exceed projects valued over $1 billion. Our staff has worked on numerous projects in complicated geographic and/or political environments for public agencies such as Caltrans, Alameda County Congestion Management Agency, Caltrain, VTA, Sam Trans, ACTIA, Cities of San Jose, San Francisco, Oakland and Manteca.
